21/01708/FUL Demolition of the existing buildings and erection of part 3 storey, part 4 storey building comprising 21 residential flats with associated car and cycle parking and refuse storage.

This application for the vacated housing on the Northwest corner of the junction of Kiln Lane and East Street follows the refusal of the previous very similar one at committee in July 2021, purporting to overcome the four objections giving rise to the refusal.

The Society accepts that the amendments ameliorate to some extent refusal reasons Nos 1 & 2(unsatisfactory road access to the rear and insufficient car parking) but is not entirely convinced that these objections are fully overcome.

But the objections nos 3 (bulk and mass) and 4 (absence of affordable housing) have not been addressed resulting in these objections being carried forward to this application.

The application fails to recognise that the junction of Kiln Lane/East Street/Dirdene Gardens is most definitely a dividing line between the town centre built density and intensity towards Epsom and that of a natural more suburban feel into Epsom Road and then soon joining Ewell Village Conservation area at Park Hill Road. To allow this application would let “urban sprawl” prevail. As a consequence a scheme of much lesser intensity is required on this site.

The lack of on-site provision of affordable housing contravenes Core Strategy CS9, which remains critical to the provision of sufficient affordable housing in the Borough. This requirement must be taken into account at valuation, negotiation and scheme development stages. It is not acceptable that the policy requirements are being over-ridden and not factored in, and the Society for these reasons requests refusal.
