The previous application having been refused following an ECS objection (see here, a revised application has been submitted.
This improves the light provision for flat no 5 but is still, in the Society’s opinion, unsatisfactory, the bottom of the proposed dormer window being too far from floor level.
The Society has therefore responded again via the Comments facility on the EEBC Planning website as follows:-
“This comment is on behalf of Epsom Civic Society (ECS).
ECS commented on the previous application (24/01454/FUL) and in particular the unsatisfactory design and ensuing conditions for the occupancy of flat No. 5 to the first floor.
This new application (25/00714/FUL) is an improvement and goes some way to overcoming ECS’s concerns about the occupants’ living conditions for the proposed flat No.5 by the inclusion of dormer windows, this giving light entry via vertical glazing.
ECS’s concern is about the excessive height of the commencement of the lowest level of the glass line of the proposed dormer windows above floor level. This is judged to be about 1,378mm above floor level. This lowest level of glass line is too high which would present a claustrophobic feel for the occupiers.
It is suggested that an amendment be sought that the dormer windows are deeper, or set lower and are built with a maximum measurement of about 1,250mm off floor level to the lowest glass line.
In other respects, by adding to the proposed housing stock of the Borough, the application is supported.”
