An earlier application for a similar device at this location was refused by EEBC and the following Appeal dismissed. The Society objected to the previous application, and has objected again using the Comments facility on the EEBC Planning website as follows:

“This comment is on behalf of Epsom Civic Society (ECS).

In planning terms ECS sees this application as no different to that for the same site, and also other town centre sites, for which all were recently refused and dismissed at appeal to the planning inspectorate. ECS fully supports those outcomes.

ECS previous objections stand in that the current proposal is:-

1. Unnecessary.

2. A distraction to road riders and drivers who need to give full concentration being in control of a moving vehicle is this particularly heavily trafficked road.

3. A impediment to pedestrians and mindful of usage by people with sight disabilities from a nearby special accommodation campus who frequently visit the town centre.

4. At odds with the thrust of the recent Town Centre Masterplan which forms part of the Local Plan Documents currently under examination by the appointed inspector wherein the TCMP proposes more public realm openness and decluttering of highway furniture and equipment.
