24/01223/FUL Conversion of existing stable blocks into 6 residential 1-bedroom units.
This proposal seeks to convert the majority, if not all, of the existing racing stables to small residential units, described as “affordable” and ostensibly for the use of stable staff. However, the loss of actual stables would also reduce the need for such staff. The Society has therefore objected to the proposal as being detrimental to the local equine industry infrastructure.
The objection was logged on the EEBC planning website using the “comments” facility and is set out below:-
“Comments: This comment is on behalf of Epsom Civic Society (ECS).
ECS objects to this application on the grounds of loss of racing industry infrastructure. It is important for the racing industry in Epsom to be protected to stop and reverse the decline that has been experienced which is within the plan policies.
The application would be inappropriate development in the Green Belt and contrary to paragraphs 79-89 of the NPPF, also to CS2 of the Core Strategy and Policy DM3.
The application would result in loss of floorspace DM24 and have an adverse effect on sustaining a race horse training industry in Epsom and therefore contrary to Policy DM26.
It is also relevant to note that the Mole Valley planning officer has objected on the grounds that the proposal would adversely affect the openness of the Green Belt.
ECS therefore requests refusal of this application.”
