26/00827/FUL Two storey two bedroom detached dwelling house.

This application is for a small infill development in the side garden of 105-107 Dorking Road. Despite previous permission allowed on Appeal for a bungalow on this site, the Society viewed the current proposal as “cramming”, creating harm to the amenity of the existing locale and with insufficient external amenity space for prospective inhabitants. Accordingly, the Society objected and commented on the EEBC Planning website as below:-

“The comments below are made on behalf of the Epsom Civic Society.

In contrast to an earlier proposal for a bungalow, allowed on appeal, both the refused 2025 application and the current application comprise a truncated and smaller site, with a building placed uncomfortably close to the rear boundary. The consequence of the change is to create a tension between the effective placement of a dwelling on the site and ensuring that its associated open space affords amenity space of a suitable quality to meet the needs of the occupiers of a small family dwelling. The placement of the dwelling on the site in relation to site boundaries would also appear incongruous and out of character with the character of the immediate area where more conventional dwelling and boundary configurations with modest front gardens and larger back gardens prevail.

It is considered that the proposal, by reason of the size and siting of the dwelling in relation to both the site boundaries and in turn the neighbouring highways, including the busy Classified A24 Dorking Road, would (a) result in a poor and unacceptable standard of amenity space likely to suffer from noise and disturbance, to the detriment of the amenities of future occupiers contrary to policy DM12 of the Epsom and Ewell Development Management Policies Document 2015; and (b) appear incongruous and out of character with neighbouring residential properties to the detriment of the character and visual amenities of the area contrary to policy DM10 of the Epsom and Ewell Development Management Policies Document 2015.”

The application has since been refused by EEBC.
