26/00812/FUL Renovation and refurbishment of 1 and 2 Gilletts Cottages incorporating first floor side extensions including a front dormer, single-storey side orangery extension, and single-storey rear extension with accommodation in the roof space with 2no. side dormers and associated works following demolition of existing single-storey rear extensions.
This application seeks to expand significantly the footprint and volume of the existing properties in a sylvan Green Belt environment, including demolition of existing extensions. The Society views this as significant harm to the Green Belt.
Accordingly, the Society has commented on the EEBC Planning website as below:-
“The comments below are submitted on behalf of the Epsom Civic Society.
Notwithstanding the revisions to the NPPF (2026), as a matter of judgement it is considered that the proposed extension, as amended following the earlier refusal, fails to fully overcome previous reasons for refusal specifically on grounds of scale and massing and associated impact on the Green Belt.
The proposal constitutes inappropriate development in the Green Belt due to its excessive scale and massing, which is intrinsically harmful to the Green Belt’s openness and setting and would, having regard to both policy GB.6 and GB.7 of the National Planning Policy Framework 2026, be contrary to Policy GB.7(b), Policies CS1 and CS2 of the Core Strategy 2007 and Policy DM3 of the Development Management Policies Document 2015).”
The Planning Officers agreed with the Society and the application has been refused.
