25/01073/FLH Installation of photovoltaic solar panels to the south and west facing pitched roof slopes.

This is an application for installation of solar panels on the front roof slopes of a property in a Conservation Area. The Society has objected via the Comments facility on the EEBC Planning website as follows:-

“This comment submitted on behalf of Epsom Civic Society (ECS).

Objection is lodged about this application.

The retro-fitting of upstanding solar panels to the roofslopes seriously detracts from the aesthetics of the design.

Article 4(2) direction is applicable to this application removing permitted development rights and it is correct that this application has been submitted. An application of only the highest quality should be approved. This application is not in the category of warranting approval.

In this, and indeed in any, conservation area solar panels should not be permitted to front and side facing elevations which can be seen from the highway. The application as presented would clearly be seen from the highway.

On a recent visit to this Conservation Area by members of ECS committee the strong impression gained was how well the unique style of the houses within this CA were looking and that planning policies have worked well over the past 65 years. The quality of the brickwork and striking roof styles as originally built are particularly evident.

ECS considers that the policies within the NPPF under section 16 “Conserving and enhancing the historic Environment” are robust and relevant here.

The application D&A statement that the panels “will be sighted to remove visual impact” is completely false. Any fitted panels on the propose elevations would be seen.

ECS considers that if this application is granted it will be impossible to refuse similar applications on other properties with the CA. That would have a deleterious effect.

The article 4(2) conditions and the NPPF must be respected and this application refused.”
