25/01133/FUL Construction of a new 3 bedroom residential dwelling with associated parking, refuse and cycle store, hard and soft landscaping and boundary treatments.
This is a new application for an infill development of a very small detached dwelling on a corner plot, which the Society believes is an unsatisfactory design on an unsuitable plot. The Society has therefore responded via the Comments facility on the EEBC Planning website as follows:-
“This comment is on behalf of Epsom Civic Society (ECS).
ECS is concerned that the proposed siting of the dwelling in such close proximity to the rear boundary fence will result in a most unsatisfactory layout and seriously compromise the amenities of the occupants.
The main south facing living room windows would be sighted within 0.8m to 1.2m from the proposed 1.8m high close boarded fence. This would fail to provide a satisfactory outlook and the external amenity space outside the living room with full height glazed windows and door would not be functional in any meaningful sense.
The layout and siting of the majority of the external hard and soft landscaping would also be of little use to the occupants being either along the western flank with no ground floor fenestration or next to the busy Dorking Road frontage.
The siting of the dwelling so close to the southern boundary would also unnecessarily compromise the amenity of the rear garden space to the occupiers of 105 Dorking Road which is on the other side of the boundary fence.
ECS recommends refusal on the grounds that it fails to provide a satisfactory layout and a functional, accessible amenity space contrary to Policies DM10 and DM12.”
