25/01172 Application for permission to develop land without compliance with condition 2 of planning permission 87/00974/0527 for renewal of consent for variation of opening hours to between 0600 and 0100 hours only at 36-40 (even) High Street, Epsom

Notwithstanding the somewhat confusing description above, this application is actually, according to the covering letter submitted, to allow 24-hour trading seven days a week at McDonald’s. The Society does not believe this is appropriate.

The Society has therefore responded via the Comments facility on the EEBC Planning website as follows:-

“This comment is on behalf of Epsom Civic Society (ECS).

Objection is lodged to this application to grant 24hr trading seven days a week

The 1987 approval which included the requirement that trading hours be confined to 06.00 to 01.00 hr the following day (19hr in a 24hr period) were, and remain acceptable and sufficient, indeed strongly valid today.

ECS refutes the applicant’s statement that the requested extension of opening hours will not result in an unacceptable effect on the residential amenity.

In recent years there has been a shift on High Streets that there has been been residential occupancy for what has become vacant premises to a number of first floors and above. Indeed government policy has encouraged this which has been taken up well in Epsom High Street with conversions and new builds for residential. There is now a considerable residential occupancy in the High Street. The proposal would have effect to the residents expected peace and quiet.

Furthermore, there has been a modal shift in the business operation at this address, that of adding takeaway services, seemingly exclusively by mechanically propelled motorcycles in continuous operation during the store’s opening hours. There has been and it remains so, attempts to ameliorate this nuisance and inappropriate activity. Furtherance of this activity is not welcomed.

Whilst the operator may state that there us a business demand 24/7, ECS questions this considering the location being suburban and residential Surrey.

Within the Borough of Epsom & Ewell there are not any 24hr operational retail establishments, buses & trains also cease in the night-time period.

Grant of approval to this application would set a precedent which would not be welcome or necessary.”
