25/00404/FUL Construction of a 4 storey mixed use development accommodating two ground floor commercial units (Class E) and 9 residential units (Class C3) with associated refuse storage, cycle parking and landscaping following part demolition of 7 Station Approach with alterations to the roof form and demolition of the existing single storey rear extension.
This application is to demolish most of one (the corner one) of the existing terrace of 7 shops with housing above, built as a single development, and replace with a four-storey mixed use block occupying the bulk of the existing curtilage. This is the site of previous refused applications, including the notorious 7-storey “Stoneleigh Tower Block” proposal. The Society believes the current proposal is an undesirable plan to develop part of a location which would be suitable for a much more acceptable development of the whole plot rather than destroying the symmetry of the current building. The Society has responded to the application using the Comments facility on the EEBC Planning website. The text of our response follows:-
“This comment is submitted on behalf of Epsom Civic Society (ECS).
Whilst the need for more housing is acknowledged this should not come about at the expense of good design, incompatibility with the surroundings and, piecemeal, particularly partial demolition of a run of a large continuous building.
The block of 1-7 Station Approach is a sizeable mid 1930’s building typical and compatible to the development of Stoneleigh Parade shopping each side of the railway line and additionally, in the style of the wider area of housing in Stoneleigh as a whole.
The block possess a sense of balance and rhythm. ECS believes that the demolition of one end of a run of seven shopping units each with its housing above and replacement with a 4-storey modern development is not a good proposal and as said, is piecemeal.
The proposal, if implemented, would be most unbalanced in its context in relation to its locality and cannot be supported. Refusal is requested.”
