25/00159/FUL Change of use from a residential dwelling to a 10 person House in Multiple Occupation (Sui Generis) incorporating a garage conversion and refuse and cycle store.

This application is to modify internally a large detached family residence into a House in Multiple Occupation (HMO) for no fewer than 10 people, in a location unsuitable for such occupation. The Society has therefore made a comment and objection as set out below:-

“This is a comment on behalf of Epsom Civic Society.

The application for 10 persons HMO is excessive in this property and location.

Although Building Regulations implications are not part of a planning consideration it is considered that the proposals, as presented, will not be Building and Fire Regulations compliant. To make the proposal compliant there could well be structural and external alterations required thus changing the nature of the building and its setting.

The size allocated to communal area, Kitchen and Dining are woefully inadequate giving rise to unsatisfactory living conditions and in breach of policy DM12.

The location is unsatisfactory for this size of HMO given its distance away from a central location and not compliant with DM11.

This application is considered as unacceptable and unsuitable in this location, refusal is requested.”
