A third application, to convert this property from offices to residential, was finally accepted. The first was a listed building consent for internal and external modifications, which was accepted, but then the change of use was initially rejected for lack of inclusion of affordable housing. When the developer proved the development non-viable with affordable housing, a negotiated payment has apparently been agreed to avoid the developer making an Appeal (which stood a good chance of being upheld).
